1.  What are my yearly assessments and when are they due?

The Dunn Loring Village Homeowners Association determines the dues assessment for each property at the beginning of each calendar year.  The amount due is provided on a billing statement mailed to each owner. 

The assessment may be paid semi-annually or annually:

Two Installments: Two semi-annual installments are due by February 1 and July 1. (Note there is a grace period for each due date). 

One Installment: Owners may choose to make a single payment for the year which would be due by February 1, 2023.

Billing Statements:  Semi-annual billing statements will be mailed by Gates Hudson Management.  

After a 30-day grace period from the due dates listed above, interest at the rate of 6% per annum will be added to overdue accounts. This is $2.98 on a $596 account balance. After 60-days, a 5% late charge of the balance will be added. This is $29.80 on a $596 balance. 6% interest will continue to accrue on unpaid balances.

2.  What services do my assessments provide me?

Assessments provide the following services:

  • Once-weekly trash collection
  • Lawn care for the common areas
  • Upkeep of common areas (streets and sidewalks, tennis courts, playground areas and common area trees)
  • Snow removal from streets and parking lots
  • Street lights
  • Association administration
  • Common area liability insurance
  • Newsletters and other mailings

3.  Who makes up the board of directors?

The DLVHOA board members are Dunn Loring Village homeowners who have volunteered to assist in running the Association.  You are invited to contact any of the board members if you have any questions or comments about the neighborhood.  If you have an interest in supporting the community by becoming a director, please let us know.  Directors are elected at the general meeting each fall to one-year terms. 


4.  Who do I contact regarding home improvements?

If you plan on making changes or improvements to your home you will need to submit a written request to the DLVHOA Architectural Control Committee (ACC) for project approval.

The types of work covered include, but are not limited to:  shed installation or replacement, fence installation or replacement, roof replacement, window replacement, shutter painting, replacement or removal, trim painting, siding painting or replacement; in short, anything related to the exterior appearance of the home.

Include in your request a description or diagram of the changes to be made, including color and location.  This is necessary to ensure that the overall appearance of the community is consistent and attractive.

5.  How do I request a property owners association disclosure package when I am selling my home?

Disclosure packet request forms are available on-line from the Association's property manager. 


6.  What's the policy regarding the use of satellite dish antennas?

The installation and use of satellite dish or Direct TV antennas are permissible on private property within Dunn Loring Village subject to the following provisions: 

A satellite dish or Direct TV antenna may only be mounted in the following locations: 

  • On the rear exterior wall of a townhouse unit 
  • On the rear section of the roof 
  • Within the fenced rear yard of a property. 

Placement of a satellite dish or Direct TV antenna on the rear section of the roof of a townhouse may not result in any part of the device encroaching within three (3) feet of an adjoining property or common area; nor extending beyond three (3) feet from the rear exterior wall of the house; and may not result in any part of the device extending more than one (1) foot beyond the height of the ridge line of the roof.

A satellite dish or Direct TV antenna may be placed within the fenced rear yard of a property as long as the total installed height of the device is less than six (6) feet above grade and the yard is completely fenced along its perimeter.

Satellite dishes or Direct TV antennas which are in poor repair or which are non-operational shall be repaired or removed by the homeowner so as to maintain the architectural quality of the Dunn Loring Village community. The DLVHOA ACC may issue notice of repair or removal to townhouse unit property owners whose satellite dishes or Direct TV antennas are unsightly due to deterioration or which may no longer be functional or repairable.


7.  When are trash and recycling picked up?

The Dunn Loring Village trash collection and recycling program is summarized below. 

  • Regular trash and Recycling is collected every Wednesday (food waste trash must be placed out in sealed, rodent-proof, trash cans on the front curb by 6:00 am.  All other non-food trash must be properly secured in bags and placed out on the curb by 6:00 am).  The use of paper bags, grocery bags and flimsy white kitchen trash bags is discouraged due to rodents.  Please use heavy-gauge, dark plastic bags.
  • Yard waste collections are made on Wednesday (bagged grass clippings, bagged leaves, bundled tree trimmings, and bagged or bundled brush). 
  • All trash and recycling materials must be placed on the curb by 6:00 am. on the morning of the pick-up. 

It is a violation of the Dunn Loring Village covenants as well as a disservice to neighbors to leave trash or special pick-up items out on the curb or in front of the house on days other than the pick-up day. This also presents a potential health hazard by attracting rodents and other pests into the community. To encourage resident compliance with the covenants, the Association may assess violators $50 for each occurrence of trash left out on days other than the pickup day. Please refer to the association's Policy Resolution 1991-1 for all of the specific guidelines.


8.  What items can be included in the recycling pickup?

RECYCLING - YES 

IN THE BIN or IN A CLEAR PLASTIC TRASH BAG or IN A BLUE PLASTIC RECYCLING BAG

  • PAPERS:  Office paper, junk mail, magazines, catalogs, phone books, paperback and hardback books, paperboard used to make food packaging like cereal boxes, juice cartons, cardboard boxes, pizza boxes without grease, newspapers and ALL inserts
  • METALS:  Aluminum cans, soup cans, aluminum foil, rinsed aluminum foil trays, empty aerosol cans, metal coat hangers
  • PLASTICS:  ALL plastic bottles, jugs, or cups marked #1 – 7, rigid plastics, milk jugs, plastic coat hangers, wide-mouth plastic containers

RECYCLING - NO

The following items CANNOT be recycled:

  • No heavy metal pots and pans
  • No glassware/heat-resistant glass
  • No paper plates or napkins
  • No Styrofoam products or packing products
  • No light bulbs
  • No batteries
  • No ceramics
  • No clothing
  • No tires
  • No motor oil Containers
  • No plastic cutlery, forks, knives & spoons
  • No plastic food trays & cups
  • No wax coated cardboard

Since the majority of yard waste in the community is related to the common area mowing, the following items will not be recycled but will be picked up at the curb by American Disposal if properly bagged or bundled as follows:

  • Bagged leaves
  • Bagged grass clippings
  • Hedge and tree trimmings only if individual limbs are less than 4 inches in diameter.  They must be tied in small bundles or bags and may not exceed 4-feet in length.

9.  What items cannot be included in the trash pickup?

The following items are not allowed for disposal in the regular trash or the special pickups. Dead animals, paint, stains, construction or remodeling materials, propane tanks, manure, tree stumps, mulch, sod, dirt, stones, rocks, cement, bricks, poisons, dangerous acids, caustics, explosives or other dangerous materials or items too large or too heavy to be loaded into collection vehicles safely by American Disposal Service workers. Even though technically the trash company can take dried latex paint cans, they will not stop to remove the tops off the cans to investigate so please plan accordingly.

Lithium batteries, fluorescent lights/CFLs, and any device that has a trashcan icon with a slash through it should not be placed in the trash.  Compact fluorescent lights contain toxic mercury and can be properly at Home Depot or Lowes, near their customer service desk.

10.  Who do I contact to schedule special trash pickups?

Dunn Loring Village uses American Disposal Services (ADS) for all trash hauling. If you have a large item for the trash you will need to coordinate with ADS in advance by calling (703) 368-0500 to have this item picked up as a special pickup. Certain items are picked up at no additional charge to the homeowner. They are: packing boxes of new residents; furniture; extra yard debris and mattresses. 

All special pickups (which may not exceed two cubic yards in volume) will be collected at curbside on the collection day by appointment only and should be called into ADS at least 24 hours in advance. 

Items scheduled for special pickup may not be put out on the curb for pickup until after dusk the day before the pickup day.


11.  What can I do when someone parks in my reserved space?

Every home within the association has been assigned two reserved parking spaces. For security reasons they are identified by the lot number. All unreserved spaces are available on a first-come, first-served basis. If you have more than 2 cars for your residence, please be considerate of your neighbors and attempt to park your extra vehicles in less congested areas. Enforcement of RESERVED PARKING is the responsibility of the individual homeowner. If a vehicle is parked in your reserved space and the vehicle owner cannot be located after a reasonable effort has been made to do so, the homeowner or tenant has the right to authorize towing of the vehicle from the space. Dunn Loring Village Homeowners Association has a contract with Dominion Towing authorizing homeowners to tow out of their reserved space only. Contact them 24 hours a day at 703-339-2400 to make arrangements. 


12.  Who do I call about commercial vehicles parked in Dunn Loring Village?

With the exception of the VDOT owned portion of Grovemore Lane, no commercial vehicle shall be permitted to be kept on Dunn Loring Village property at anytime nor parked in Dunn Loring Village overnight. Commercial vehicles shall only be permitted to be parked inside Dunn Loring Village while picking up or delivering passengers or merchandise or during performance of a service within the community. Residents, who maintain a business office within Dunn Loring Village or use a commercial vehicle in the conduct of their business, shall not have any commercial vehicle associated with that business permitted to be parked at any time within the community. 

For the purpose of enforcement of this policy, the definition of a commercial vehicle shall be a vehicle which is used in the conduct of a business or service and:

  • Has a rated carrying capacity of 1500 pounds or more, or
  • Regardless of capacity, displays advertising lettered thereon or is licensed as a "for hire" vehicle, or
  • Regardless of capacity, holds exposed tools or equipment on the vehicle including, but not limited to, ladders, tool boxes, traffic cones, pipes, construction materials and tools.

Exclusions:
Vehicles excluded from commercial designation shall be at the discretion of the Board of Directors and will generally include:

  • Vehicles with a rated carrying capacity not greater than 1500 pounds which are operated by public agency, or
  • Vehicles with a rated carrying capacity not greater than 1500 pounds used exclusively for transportation of persons to and from a school, place of religious worship, or activities related thereto.

Other non-commercial vehicles such as motor homes, camping trailers, boats, boat trailers, horse trailers or similar recreational equipment recognized as personal property and which are covered by other requirements in the Dunn Loring Village Restrictive Covenants.


13.  What's the policy regarding solicitors within Dunn Loring Village?

Solicitation is not allowed in Dunn Loring Village. Signs are posted at each entrance to the community. Solicitors who disregard the posted signs are in violation of Chapters 31 and 34 of the Fairfax County Code and should be reported directly to the police. You should contact Fairfax County Police at 703-691-2131. Unfortunately, newspaper solicitors are exempt under the Code. Please note that it is against the County law for anyone to solicit after 8:00 p.m. 


14.  Who do I call to report vandalism or other suspicious activity?

If you witness vandalism, suspicious activity or other types of non-emergencies, please contact Fairfax County Police at 703-691-2131. For emergencies, call 911. 


15.  What do I do if I lose my mailbox key?

Contact the Vienna Post Office at 703-242-1393 to make arrangements for the lock to be replaced.  They do not maintain master keys, thus key replacements are not available.
